what is the pennsyvannia decision on rules of the road?
I'm a tug boat captain and this question was asked me by the some one in the office.All they will say is it has to do with rules of the road.I think it is a unfair question.Can any one help Thanks
I agree with you. With no context or background it's a far too broad question.
My suspicion, though, is that they're referring to the court decision that State law applies to 'rules of the road' questions on "wholly landlocked" waters, while Federal law applies to questions in waters contiguous to the open sea.
